Looking closely at the picture I can tell that the artist used paint tool sai from the brush markings. Then applied a chromatic aberration filter and a texture on the finished result.

It doesn't look like the artist used any special brushes other than the default ones that came with paint tool sai. It doesn't even look like they used any texture for the brushes.

As for painting techniques, I think CtrlPaint would be great to learn from even though Sai and PS are two completely different programs. A lot of the info under "Basic Painting Techniques" should still apply to Sai.

yes it is paintool, it says it on his site.
why do you people keep recommending ctrlpaint? it doesnt teach painting techniques... just tells you what the tools are(barely he has trouble explaining basic concepts) and how to use them here and there, you wont learn anything in regards to color, value or edge control, its the biggest waste of your time.

general rule (per Scott Robertson) is: however bright your lit area is, the shadow is halfway between that value and pure black. pic related

yeah craig mullins spoke about something similar I think, no matter the hue of an object (light and hue go together), depending on the value of the light area the shadows that follow it will be 3-5 steps behind in range. No matter how many factors and ambient light the scene features, if it breaks a certain key element (like the local value of the object) and loses the clear readability between the different planes, it's failed. Thus since we're creating the illusion of a 3d scene onto a 2d canvas we need to exaggerate the edges and distinction between planes even more to make it read clearly.
