He probably drew the faces and figures from classical pieces, into a new composition. The lines on the wings don't really match up with the lines on the drapery, and nobody back then did parallel lines for a background like that. See artists like Durer or Dore or Schonegauer.
This kind of work, back in the old days, was copper or bronze engraving, woodcut can't carry this level of detail.
I know a trick to generate a background like that in Photoshop, if anyone wants to play with it.
