Take the Fleischer cartoon for instance. In "Japotage" all the Japanese he fights are shitty, shallow, racist caricatures. On the other, in "Electric Earthquake," while the villain is a Native American who plots to destroy modern New York for the stealing of Manhattan from the natives, he's not a stereotype at all. He's a brilliant scientist with at least a sympathetic cause, if not justifiable, and he's only undone by superman's superpowers.
