Manta has no such real rationale, he has some differing origins that somehow involve him seeing Aquaman maybe once; but in the end even Manta would tell you, there's no real reason behind it, he just wants to fuck up Aquaman hard and would gladly see the world blown to bits if it meant he could fuck Aquaman over. Everyone else has some connection, Manta is purely just "I fucking hate Arthur and want to torture him and murder him, because fuck you and him."
