so, Zuko is in a position where he can't risk offending his nobility/aristocracy, and likely doesn't want to call Aang over to scare his people back into line when there's unrest or outright revolt. marrying someone like Jin also carries no political advantages whatsoever (and probably a severe political disadvantage: considering that the FN was just waging a brutal war against the EK where they took liberties with the peasantry as they pleased, Zuko taking Jin as a wife would probably be seen as something close to an abduction).
it's possible that Zuko could go full dictator mode like his predecessors, but knowing Zuko, he isn't likely to take those measures and likely wants to set a more open and reasonable standard. he wants to be the good king rather than a despot, and that comes with its own set of challenges.
the only way is if the FN has somehow developed into a Byzantine-like society, where multiple emperors got away with marrying whoever they wanted because of their religious authority, plus there being more of a separation between the state and aristocracy.
