Constatin Films still owns and produces the F4 movies under fox. While Lauren Shuler Donner helms the x-men franchise. F4 has never had a person guiding the franchise. Im not saying Donner does a good or bad job. Also while some writers may have worked on the both franchises, they're still treated differently.
F4 sits and eventually they say "lets work on making a movie" and just like actors auditioning for parts they put it out there to agents and directors and writers pitch their ideas. Thats what happens with lots of franchises.
Donner with the x-men has had the foresight to try to NOT be the MCU. She said after Avengers came out that they should not try to copy what disney does but instead make genre films that are x-men movies. The Wolverine was in production during this change and doesn't really reflect the new direction yet.

Problem with F4 is no one is really sitting there knowing what to do with. The next time its made will be by entirely different people. If Ike at marvel wasn't so cheap, fox would be willing to sell it. Disney would be willing to buy it. It's Ike's choice as CEO of marvel, not even Feige can approve that. All it would take is about a billion dollars, but Ike is too cheap.
