That's literally all the characterisation she has. She's awful, she steals Marco's stuff, breaks into his house, harasses him, gives no shits and directs an assassin on Star and Marco's trail, is always in detention, keeps Star from helping Marco when he's screaming in pain, tries to scare Miss Skullnick, spreads grease on the hallway floor so people would injure themselves, enjoys the pain of others. In the book she makes comments about being in Marco's closet while he sleeps.
She's a weirdo and an amoral creep. That's amusing, yes, it makes for comic relief.
It does not make for good girlfriend material.
Janna might be shown dating some noname joke background character who the viewers don't give a shit about so that her mistreatment of her date would keep being funny - but Tom is way too major and way too developed for that. The fans care about him and his anger issues and loneliness and stuff too much now to find him getting mistreated by Janna funny any more, and Janna won't suddenly become Jackie 2.0 and start being supportive and nice and shit.
They don't match. All the "fun" scenarios I've seen shippers present are heavily ooc.
