He'll guide them, but in ways that force them to accept responsibility for their decisions, like when he guided Moon to Eclipsa's chapter to deal with Toffee. He wants to see them reach their full potential, and they have to do that on their own.
Why does he want that? Who knows?
Maybe he gets something out of the continued growth and exploration of magic.
Maybe they just amuse him.

But seeing as he was (according to him) created by the universe for the explicit purpose of helping the Butterfly Queens understand magic, has demonstrated magical power/knowledge above anyone else by being able to break free from Rhobulus's crystals under his own power (not to mention actually creating Rhombulus and the rest of the MHC), and literally lived inside the Book of Spells for centuries as each Butterfly Queen added her knowledge to it, I really don't think it's that much of a stretch for him to be able to recreate it.
Definitely not an omnipotence-tier feat to unburn a book.

He had to inspect the wand himself to figure out what was wrong with it. And he seemed genuinely surprised that Star was able to rework the All Seeing Eye into a makeshift dimensional portal.
Glossarcyk has been around longer than anyone and is an expert at playing the game, but he's not the Game Master. Probably.
