A lot of Ollie's writers were liberals themselves (and were 60s/70s liberals at that) so it was more poking fun at how radical their fellow liberals can be. You can especially see this when O'Neil writes Ollie, he himself is a liberal, but he knows how to satirize his own views in an intelligent and pointed away.
Also these writers arent like modern writers who think they have to have the characters reflect THEIR viewpoints and be correct about it. They were fine with giving characters their own views and flaws (even if they agreed with those views).
My dad is almost like a real life Ollie in his political beliefs and Green Arrow is one of his favorite characters (with Swamp Thing and Batman), but he is self aware enough to realize the satire and laugh at it while still being just as zealous as Ollie.
