The only basis for the ship is that Janna has a thing for the occult, meaning that she'd automatically like Tom solely because of his species, powers and family status. Tom has absolutely zero reason to like Janna, though.
They also aren't really both into playing "mean spirited pranks" on people; while Janna does indeed appear to get kicks from being a bitch and watching other people get upset and suffer just for her amusement, Tom doesn't. He doesn't play pranks on people just for the sake of being entertained by the plight of others, rather he's merely willing to stoop low in pursuit of his goals, namely getting his ex back and keeping his ex single. However, when he's realised his actions have hurt others, he's always apologized immediately and tried to set things right. Meanwhile Janna actively tries to hurt other people with her actions because she thinks it's fun.
Tom has also recently gotten quite close and friendly with Marco and appreciates his company because he doesn't have much friends at all, and seeing how much Marco dislikes Janna who's been a massive bitch to him, it wouldn't exactly endear Janna to him.
I know Jantom shippers like to imagine Janna and Tom would bond over tormenting Marco or some shit like that, which to me shows they don't really accept the characters for who they are but are trying to twist them into ooc territory to make it work. Marco is essentially Tom's closest male friend.
Another thing is that Tom has been painted as quite emotionally vulnerable and lonely. He struggles with his mental health and anger issues, needs a support system etc, but actively tries to change. He'd need someone who'd understand and support him.
Janna on the other hand has been developing into a bigger and bigger creep whose behaviour is bordering on the illegal and sociopathic and who enjoys manipulating and provoking others. She'd be detrimental for Tom.
