See, in the original movie he is the last of his kind. He guards the skeletons of his species, and has never seen another intelligent being let alone a human. He's been alone all his life, like a child growing up in a post-apocalyptic world surrounded by skeletons.
Suddenly, humans show up and start taking the skeletons, so he fights back. Then he sees a female for the first time in his life, so he kidnaps her but has absolutely no clue what to do with her because as I said, he grew up alone. They burn him and shoot him with a speargun, then leave.
In the second movie, he's burned VERY badly and the humans take him to civilization. There, they surgically modify him to be more humanlike. He's able to breath air, and speak. But he only realizes just how miserably alone he really is, he's the ultimate monster in a world full of happy humans. Once again he has a creepy moment, this time sitting in a playground and watching a woman through the window of a motel, and he realizes he'll never find anyone. He basically just returns to spend the rest of his life with the skeletons of his species before he joins them, now damned with the knowledge of what he's been deprived of.

But...this isn't Lovecraft, he's the only one of his kind so there's no community of fish people to move to and get her public schooling and old fashioned religion. So instead, his daughter is now damned to the same fate he was.
Look at her base. She's literally got the bones of her dead father with her. Her face mask, because she can't breathe underwater, is shaped like his face.
