Everything going to TV has to be approved by the creative leads, then approved by the Simpsons brand people, then approved by the network people, then finally approved by the government people, and keep in mind that each of those includes two or more departments and multiple people, and if even one person thinks something is offensive/unacceptable, it all has to go all the way back to the drawing board.
With a comic it just has to be submitted to the editor and then probably to like one Simpsons brand manager and they probably don't even bother to call him since if they have something they're unsure about they just scrap it, if the Sonic comics are any indication.
