Are there any non-underage superheroines that make more sense being drawn flat chested as compared to the usual depiction of being super stacked /co/?

Off the top of my head I would say Catwoman. She’s supposed to be a cat burger / contortionist / acrobat. No way she can slink through infra red beams with huge juggs.
