The inherent fallacy of "I was born in the wrong generation" rhetoric is that it assumes the past was some kind of idyllic golden age for a given medium, in this case for animation. Special messages in shows almost always tend to be poorly handled, so Static Shock bucking that trend doesn't indicate anything about the time in which it was released. Selecting one bad show from the present and taking it as an example of the medium's downfall is just like the middle-schoolers in YouTube comment sections who bemoan Justin Bieber's popularity as music having "died" (in spite of him just being one of many, many banal pop artists from the past fifty years who appeals to young people). You could just as well compare OK with the Cramp Twins or Butt-Ugly Martians and be like "man, animation is so much better now" but it still wouldn't really be true because there's good and bad in every period.
