Creepy/ugly if it's a more serious setting, since his original design would clash too much with it, and feel to much like I'm meant to be laughing at him.
Mister mind is a great villain, since he can easily be used in both cases, purely based on his concept and personality. Really only his design clashes with the second one.
It comes down to the intent of the "author", and how they want me to see him really.
