Sonic Heroes happened because fans liked the side characters and wanted more of them playable.
Shadow the Hedgehog happened because fans wanted a Sonic game with guns. (seriously, look it up)
Sonic 2006 happened because fans wanted a more narrative, cinematic game.
Sonic Unleashed happened because furries kept writing werewolf fanfics.
Sonic Generations happened because fans wanted classic Sonic back (that one was pretty good, actually)
You can probably guess why Sonic Forces happened.
Sega's problem isn't that they ignore their fans, it's that they listen to them too closely. Fans aren't game designers, they don't always know what's best.
