In the first movie, for all of Hans' bullshit, Elsa herself was the main antagonizing force, and I think the story was better for that. Hans only became a credible threat because Elsa fled her home and her family, not to mention plunged the kingdom into a deadly blizzard.
For Frozen II I'm hoping they go in a similar direction, except (in all likelihood, based on the teaser) involving other power-users. I'm also not opposed to the environment itself being a serious "villain", as the start of the teaser portends - and I don't mean in a political/climate-themed way.
What I'm saying is, I think Frozen's best choices for a villain aren't a conventional evil force, but rather other people just dealing with their shit.
