You're basically just describing what "I and people like me used it for" and not its actual intended purpose, communications between governing bodies. "Your" internet was just a byproduct of that that certain companies took advantage of in marketing when it became public.
In actual real life, the internet was always, from day 1, designed to be one thing and destined to be another: designed to be purely for use by academies, universities, and military installations; destined to be a replacement for the modern telephone.
And guess what, it ended up serving both purposes in turn. You wouldn't need to be fucking psychic to predict that outcome.
