The traditional problem in Remnant is there are not enough capable hunters to secure settlements so we have 4 kingdoms, and three meme cities where forces are concentrated enough to handle surges in grimm numbers and appearances of abnormals. The earthshaking development of P.E.N.N.Y. changes conventional warfare instead to a raw clinical function of how many promising mineral prospects are feasible to secure to sustain production establishing vast swaths of safe land for settlements.
