like for Jessica Rabbit you're clearly looking at a chick in an evening gown - and a fairly slutty one at that - and she's just going to get hit on and probably groped a lot, which is a headache for everybody, whereas with this you've already made the decision to put a big plastic chestpiece on, so that can be a dude with small frame under a mask in a dress with a fake ass and titties, and nobody *quite* knows for sure, because by the time they see a Jessica they'll have seen maybe thirty or forty other cast members who could be fucking anything under the costume
also whereas for an actual princess the kids are going to focus on the face and probably have already well-formed ideas about what they'd like to say to their favorite princesses, for Jessica it's unlikely a 4 year old has anything to say at all, so her face doesn't need to be expressive in the same way, while a princess might be the only person in the park a lost child will talk to or go to for help, and a smile from a princess will almost certainly cheer up any kid (or adult)
also the princesses tend to be dressed a little more conservatively even when they've got a dress on so, you know, even though they'll get hit on and security will eventually escort some patrons from the park for taking things too far, it's not going to be all that often compared to the number of guest/cast interactions daily for that character; with Jessica I mean you could be looking at throwing out ten assholes an hour easy even with just a few of them in the park, assuming they were all stacked redheads with qt faces, not to mention the bill for legal from placing young cast members in situations where they were objectified and verbally or physically harassed on a sexual basis
