I know what you mean, but the Chinese did something like this on a massive scale by flooding the Yellow River in an effort to halt the Japanese advance.

It wasn't a particularly effective strategy, nor was Jet's. People aren't always rational actors.

The point was that he was so obsessed with eliminating the Fire Nation that he didn't care about the innocent civilians who would also an caught up in his plan. That's the whole point of Jet's character, that he was blinded by obsessive hatred and unable to reason rationally before it.

Those villagers were not innocent. They were subservient to the Fire Nation garrison and helped further an invader's war machine. Instead of resisting, the village accepted Fire Nation occupation. They might as well have pledged themselves to the Fire Lord. Walled cities like Ba Sing Se could provide food and shelter for all refugees of the war. If previous villagers had any loyalty to the Earth Kingdom then they would have taken it upon themselves to burn their villages and crops to slow the Fire Nation's advance.After seeing his parents killed Jet found the resolve all servants of the Earth Kingdom should aspire to. Traitorous villages that would willingly subjugate themselves to an enemy that kills parents in front of children might as well have done it themselves. If previous villages had helped scorch the land, then maybe Jet's parents would still be alive.
