The Yakuza were barred from honest labor for a variety of reasons and their name comes from a kind of card hand.Yakuza will make a pretense of legitimacy but at the end of the day they will state who and what they are unless it requires dodging a court sentence because they have been, for centuries, a legit part of japanese society that lords and now senators futilely try to legislate out of existence.
Koi koi exists because the shogunate hated that yakuza made money off gambling and banned sensibly designed cards and started making ones that couldn't possibly be used for gambling, this arms race continued until they wound up making one of the most obtuse gambling decks in existence.
To this day in japan there isn't a single video game company that doesn't have ties to the yakuza because vidya are qualified as 'vulgar' entertainment putting them in the same legal class as pornography. Its why nintendo is so strict about their image outside of japan. They got big and got foreign backing and paid off their yakuza debts so they want the criminals to stay out of their business.
The Yakuza are very much an institution in japan, and japan actually likes it that way because even in crime they want structure and order.
