Do the kids lift heavy objects and operate heavy machinery? If not, who builds the infrastructures they live in, the adults?
If the adults do, in fact, operate the heavy, murky, underground shit, then again, how do you possibly sedate them from overthrowing the government? What's the justification for adults operating mature blue-collar jobs, but not the mature white collar jobs?
