You're supposed to feel pity for her ending up in that situation even though until that moment she was just another power hungry asshole.
But more than that. She wasn't even a credible threat imo. She just a good metal bender. And sure Korra was out of it, but as soon as she would get over her flunk i had no doubt she could whoop kuviras ass with the Avatar state.
She could also have used her army for something, or political power since she was quite popular. But instead she tries to brute force everything, it works somehow, and we're supposed to believe that this somehow mirrors Korras own personality flaws, despite Korra not being motivated at all by what motivates or drives Kuvira.
Man i really think book 4 is a huge mess, and it keeps getting worse the more i think about it.
