>>100851071That would actually be kind of interesting to see in something like marvel or DC: every time you come across a big villain organization, they are always some kind of decades or centuries old shadow-government that has been in control of everything forever.
Imagine including Talon in the setting not as something that has been around for ages, but the new bad guys on the block. Starting small, and slowly growing to being a global threat, one hostile takeover at a time. Absorbing B and C list bad guys an giving them a purpose.
In many ways, Talon's ideology makes perfect sense in a big 2 setting: "Our society needs to be stronger to survive." In Overwatch its the manufactured threat of the Omnic Crises, but in something like Marvel its the constant, very real threats like alien invasions and shit. Stuff you can't avoid with world peace.
And who beat those invasions and threats back? Superheroes and the like.
Superheroes that have spent their time practicing and improving by fighting local threats like supervillians.
Really, keeping the state of the world in just enough of a global crises to keep everyone on their toes, but controlled enough to not go too far in the other direction and leave us depleted, is the only sensible long term strategy towards getting Earth ready for the big leagues. If supercrime on Earth ever stopped, you wouldnt have the Avengers around to fight off the Kree or Galactus or whatever.
