She wouldn't have regretted it if she had put him with Luna instead of Ginnie, guarantee it.
Luna and Harry interacted fairly well, would've fit considering how they related to each other and all that. Ginnie was almost never in any scenes and was boring because of that, if she had intended for her to be with Harry from the start she should've put some actual effort into fleshing the character out instead of none at all.

It's economy in story telling. Of course it's normal for your main two characters to form a relationship, if they're not in one from the start. Why would you write about them if you're going to set your protagonist up with some bint that is barely in the narrative?

A romantic subplot isn't absolutely necessary. You can also do buddy cop stories where the characters bond but don't become a couple. Or you can do a story where two main characters start out as friends, but turn into bitter enemies and have to fight in the end.
Still, having some sort of romantic tension and payoff probably helps market the story to wider audience demographics.

Pretty much this. Though you can replace "Deuteragonist" with rival, antagonist, supporting character, background or nonexistent character, pretty much anything that isn't just love interest. If a character is just a love interest you're practically guaranteeing that fans will ship every other possibility first.
