I think that's the point. Both Erwin and Armin agreed to their deaths. The serum was "a hand that pulled one of them from the purgatory", for the lack of a better term.
If Armin getting the serum was so necessary (in Isayama's eyes/plans), then I would have preferred having Erwin die with Marlowe and his other men and Armin just not getting burnt to crisp.
Then again. Hange and Floch's speeches on that roof are some of my favorite moments from the series.
