I don't know. Forgive my reading comprehension but that sequence implies that Eren didn't want to sacrifice Historia (15), hid the truth until he could be sure there was another way (16), asked for more time to find out an alternative (17), but then realized nothing else could be done that sacrificing Historia (18), so now he blames Hange and Levi for forcing him into a risky course of action (19).
19 was Hange trying to bring some sense into the big picture and how the attack on Liberio helped on that matter, and Eren answering irritated and angry because he couldn't find another way.
So, what is it? A forced pregnancy that neither Historia or Eren wanted, but they had to for her own good? Is the pregnancy actually just another step on the big picture just so Historia can become a Titan in the best time possible? Or is it that Eren knows Historia will become a titan just after she delivers a royal heir?
It's clear for me that Eren is not happy because he trusted the establishment, which Hange and co belongs to, to find a way to save Historia and they failed at that. So Eren is going out of his way, ou of his own freedom, to get what he wants or at least the best possible scenario given such circumstances.
