There's no fixed etiquette, but common sense dictates that, usually, you shouldn't post someone else's requests, unless you are sure that they'd be okay with you doing so.
However, if someone stops requesting something for good, I see no problem in you "adopting" that request as your own, though you maybe shouldn't use the other anon's exact reference pic, as you don't know whether that other anon might still want to use it for something different.
