Anyone who actually thinks they're going to restart super as a retelling of the manga is an actual retard. Firstly, the manga is an incomplete material that cannot exist by itself. It skips sections of the BoG and U6 stories (as well as all of RoF and Broly) in the hope you'll have WATCHED that material already. Second, no one cares about the anime/manga difference outside of anons on this board, no one seriously cares, neither the major creators involved in Super nor its target child audience care. If they were to to do this, it would merely weaken the Super brand to be reduced to retelling itself. The differences between the anime/manga stories aren't great enough to spend a year or even more retelling the story for what are ultimately superficial changes. Further, however long they were to spend doing this, a year, maybe more, Toyotaro is slow enough that he'd probably just finish the goat arc and the one following it at most. The anime would catch up to the manga far too fast, and so it would have to introduce filler content. Indeed, that it would have to stretch out the fights and add little scenes for the anime version would already have mangafags claiming the "new" anime isn't "canon" either.
tl;dr The Super anime will not return as a retelling of the manga because that would be pointless and profitless, and only retards believe otherwise.
