7 Goodbyes had glaring pacing issues and a poor spread of focus.
It felt like Negi was trying to cram his story into his volume plan with how much the plot bounced from point to point. People got lost in scene transitions all over the place when the threads were rolling out and we still see occasional arguments on how things flowed from part to part.
It's not even the amount of Nino that's problematic, it's fine for some sisters to get more focus during an arc but Yotsuba's half of the arc was a mess where she simultaneously had not enough focus since she was always removed from events, and too much focus because she introduced a second problem to the arc that only resulted in a return to status quo. Both her chapters before and after the arc each got way more done with her. Miku was a plot device and Ichika was nearly non-existent.
Not that I think it's a bad arc, it's still great, but school trip and final exams were both better.
