Maybe it's not an elaborated keikaku but more like a definite goal that might not coincide with Zeke's goal and he'll just push through for it regardless of Zeke betraying him or manipulating him.
But the whole spiel he gave to AM just feels wrong. I don't want to call it poorly written yet because Isayama always makes you wait until the plot connects all the stuff so that they retroactively make sense, but:
-It isn't anything like Eren's beliefs for the majority of the series
-It feels way forced, like he just went there to vent about this random freedom stuff (otherwise he just makes them capture AM and get them to wherever he wanted to go)
-It doesn't really fit with the "he's trying to protect them" with how he gets agitated by Armin's line at the end. And it doesn't seem like any of the plan actually involves distancing from AM or whatever, he's still gonna bring them to the front row
-It just comes across as really out of character even compared to hobo Eren. But this could be deliberate if the point of the "talk" is Eren trying to convince himself of what he's saying, more than anyone else. The memory fuckery is starting to rot his sanity and Zeke probably didn't help.
At any rate it just felt a little weird character-wise.
