This is limited thinking imo. Without a doubt the animation takes a step backward for the first two arcs, but to pretend DBZ had good animation is staggeringly naive. It didn't then, it doesn't now.
In terms of fights, that's subjective. But I think for the most the new characters, especially Beeus and Whis, are not just great but steadily becoming Iconic in their own right.
To answer your question: It's more Dragon Ball. And though it never really reaches the heights of Saiyan/Freiza saga, it does get close a few times. In fact, I think the first half of the Future Trunks arc and the the ToP are great additions. The Buu Saga and the 31st budokai felt anti-climatic for a lot of people.
