I know this is a meme, but hxh really isn't like other shounens. I'd be bad at explaining it, but Gon's goal isn't to be the strongest (Luffy, Goku, Naruto, Asta), Gon simply wants to find his dad or more broadly Gon just wants to grow as a person. Because his goal is so broad, he can manage to win and lose at the same time and the victories are emotional ones rather than a tangible promotion in a power ranking. For example, Gon "won" the fight against Hisoka in the sense that he returned the badge, but he still loss the fight because Hisoka is an insurmountable foe.
I think having a motivation other than "I want to be the strongest" just allows you much more flexibility on how a story line ends, it doesn't have to be a binary anymore, it can be a mix of both winning and losing.
