Anime only, he's explicitly weaker than Freeza in the manga. And even in the context of the anime it's justifiable as Freeza not being at his full power (he wasn't in his bulky pseudo fifth transformation) while Cold is (since, from all supplemental material, he doesn't have any transformations). Gohan says in both versions that the power they're sensing now is nothing compared to Freeza at 100%. And we saw on Namek he could only output 50% of his power without bulking up.
Yardrat SS Goku > SS Trunks > Namek SS Goku ~ 100% Mecha Freeza > 100% Namek Freeza > King Cold > 50% Namek Freeza>vegeta in super saiyan grade 2 had enough power to destroy perfect cell if he got a good shot, future trunks in super saiyan grade 3 had higher ki than perfect cell, AND then they went to train again in the hyperbolic timechamber getting even better, and then somehow perfect cell is able to shit how many cell jrs he wants that all are actually able to hold off vegeta and future trunks 1v1
Cell was explicitly holding back against them in that first fight. He does three power-ups after they get to the Cell Games, shocking everyone. The Juniors are just fucking strong.
That part of the story also has two rather convenient measuring sticks in the form of the Junior fight and Goku powering up to 50% after leaving the HTC. Vegeta senses Goku's 50%, thinks it's his full power, and heads into the HTC a second time. When he comes out, he thinks he's the strongest. Then Goku goes to 100%.
