The only person Vegeta fought on Earth was Goku, Freeza fought and beat on every single good guy who could fight long before Goku even showed up. Namek wasn't depopulated when Freeza was introduced. And King Kai didn't even know who Vegeta was, he only knew that he was a Saiyan and only told Goku to be cautious of him because of that alone and never once told Goku he had no chance of winning. Meanwhile, King Kai knew exactly who Freeza was and was absolutely terrified of him, and outright told Goku not to fuck with him because he wouldn't have a hope in hell of winning.

Once again, a villain proclaiming himself to be the strongest didn't start with Vegeta and continued long after Freeza. That's a common villain trope in general.
