Not in this case, this isn't just some pool of energy you draw power from, you make contracts with it, you command it, it can give you information and read into the future, it punishes you, heck it even has an artistic sense and can determine that a poem whether a poem is good or bad... it is an omnipotent being who lands you powers in return for the reader entertainment.>Nen actually demands more from the user than most Power Systems and has never been as crazy as post-Part-4 Stands or Post Grand Line Devil Fruits. I'm certainly not comparing it to other power systems, just pointing that it went out of hand, anything before greed island was tame, nothing reality shattering, then specialists started popping everywhere, reminder that having nen at all was something special in the first place.
Then there are the restrictions and whatnot, some get a way better deals than the others, and there's a certain redundancy to some rules, saying I can only use X power on mondays is no different than saying I'd die if I use X power in any day other than monday, the result would be the same but having death as a restriction gives a huge power up.
Then there's an exploitation, Nen powers are personals, but there's nothing that says you can't manipulate people to have overly specific but useful powers by forcing things to get personal, Imagine if Kurapika's life was controlled so he can eventually turns into someone who can kill any spider by himself.
