Not really. She was just trying to push Hiro away, because she thought the picture book was her destiny, particularly after being absorbed into Apus. She was trying to protect him, because she didn't want him to lose his human form. It wasn't about the essence of what it means to be human, but about literally being absorbed into the Apus, and never being able to live like a human being, similar to what happened to the klaxos.>It is.

The "using" part only started to show up after episode 9, when she started to realize that falling in love with Hiro conflicted with her goal of becoming human to be with Darling. Which is a considerably stronger message if Hiro is still human when he accepts her. It's one of the central premises of the show, which is exactly why they saved Hiro's saurification until the SoL episodes, after Hiro had accepted her.
