Toriyama wanted 80 characters. Most of them had to be minor one-off fighters. Let's not forget that GT also had a shitton of minor characters that hardly got any screentime either. >The one where the main antagonist has no character or motivation whatsoever?
The main antagonist does have a motivation. He has to save himself and his universe from getting erased. He also wants to get a wish from the Super DBs, which 17 hypothesized had to do with Jiren bringing back his loved ones that were killed.
That's more of a motivation than what the Shadow Dragons got.
Jiren was deliberately given the silent character with emotional issues archetype by Toriyama. In a way, Jiren has a lot in common with Toguro from YYH. They are both the strong, silent type that get really angry and expressive when they get unraveled; both have terrible pasts involving the deaths of loved ones; and a desire for strength. >>169719150>Only Krillin got character development in Super
Gohan? Vegeta? Future Trunks? Bulma? Muten Roshi? Piccolo? And those are just the characters that got actual character development in Super.
What about the fact that MOST of the supporting cast got little to no screentime in GT while they got plenty more in Super? Kuririn, Tenshinhan, Piccolo, Bulma, and even Yamucha and Goten did a hell of a lot more in Super than they ever did in GT.
As for Baby, he was the rare exception to the rule of a good GT villain. Jiren was better than the Shadow Dragons, the Machine Mutants, and Super 17 by far.
