The problem is generals can't just all be stopped because sometimes a currently-airing show has a psuedo-general (for example Osomatsu-san right now), and many others (such as One Piece) are based around new chapter releases i.e valid reasons to have those threads. Precure literally airs every single fucking week, every season, year round, for over ten years running now. It kind of naturally formed a general because it's a seemingly endless currently-airing.
I'd say the problem isn't the generals themselves as it is difficult to remove many of them if there are actual sources/reasons for them to exist. The problem is users in the generals getting too chummy and circlejerky. Even so that isn't always common, for example Jojo springs to mind but going to look through their thread, it's very much on-topic Jojo discussion mostly about current events/chars.
So the rationale to remove them is difficult to produce apart from "I don't like them so they should go".
I think one thing that would help is to reduce the bump limit (back down to 300 or less imo) to force threads to die faster. However the catalog existing, 4chan itself having a sort of archive, and there being actual archives all gives so much fucking permanence and accessibility to whatever is said here these days that it's hard to reroute continuous discussions i.e generals into more spontaneous directions. If you guys have any ideas actually fucking workable about generals (besides "hurr delete them all") let's hear it.
