Well I'll try and work towards why I think that is the case over this post. For Kill la Kill it constantly used those red tltles for everything. To the point where they were used as 4th wall breaking devices for a good number of jokes as characters physically interact with them. And even without the wall breaking, the text boxes were used to highlight a move coupled with dynamic camera shots. They get used to emphasize a lot of things from action to comedy.
Mob also uses onscreen text as both a gag, but also for those crucial moments like whenever he reaches 100%. The joke aspect of these usages are best summarized with any of Reigen's special moves. Freeze the shot, add more detail as if it was painted, and then have the narrator add to the humor of a normal guy using a drop kick or something in psychic combat. When Mob goes nuclear that black screen with the text is imposing as we have to witness the boosted emotion that will follow.
Here in OPM when it was used for Garou it's not really used in a dynamic way like in KLK. Nor is it used as a joke like in Mob. Instead it's kind of flatly shown during a freezeframe with no additional fanfare and it's visually not that interesting.
It's not bad, it doesn't eat up into the sequence, nor does it look bad. But it just feels like they could have not had it in the scene and nothing would change for better or worse. IT's just lazy at the end of the day.
